Members of Congress trickled back to Washington this week after a July 4 recess, but it seems like most politicos are still mentally checked out—the Congressional Twitterverse has been relatively quiet over the last few days. Maybe this oppressive DC heat (tempered by flash flood warnings) is getting to everyone.
